80% basic digital skills: the 2030 EU target

The Digital Decade target says that by 2030, at least 80% of EU adults aged 16–74 should possess at least basic digital skills. This is measured using DigComp-based indicators, such as the Digital Skills Indicator (DSI), which assesses competence in information, communication, problem-solving, and safety. Contrast this with the 20 million ICT specialists target: the 80% figure covers the general population, not just tech workers, so it is a broad baseline for digital inclusion.

A common exam trick is to confuse this target with a requirement for every job. The 80% is a population-level ambition, not a mandatory skill level for each employee. Another trap: the target applies to adults, not children or the elderly, so questions about school-age digital skills are separate. To eliminate wrong answers, check if the option mentions a specific percentage for a subgroup—like 80% of women or 80% of rural adults—because the target is for all adults, not broken down by demographics.
