How to read this database

Use a three-pass method. First locate the governing instrument. Then read scope, definitions and allocation of responsibility. Finally test safeguards, derogations and review rights. Recitals explain context but do not replace operative provisions.

Temporal discipline

The consolidated Schengen link is useful for navigation, but a consolidated text can contain amendments after the exam cut-off. For a historical question, open the instrument's document information and select the version applicable on 28 May 2024. The June 2024 Schengen Borders Code amendment, for example, falls outside the EPSO cut-off.

Citation discipline

A sound answer states: actor, power, trigger, action and safeguard. “The EU handles borders” is too vague. “A Member State controls its external-border section under the Schengen Borders Code, supported by Frontex within Regulation 2019/1896 and subject to fundamental rights” is analytically usable.
