The profile that actually governed the competition
EPSO/AD/403/23 recruited AD7 administrators in two fields. Field 1, crisis management, sought 168 successful candidates. Field 2, migration and internal security, sought 118. A candidate could apply for one field only.
The original 2023 tests were annulled after serious technical problems. The amending notice C/2024/3224 reopened applications, required every candidate to sit all tests anew, introduced the full 24-language regime and replaced the case study with a written test. The reserve lists were published on 11 August 2025. This database therefore teaches the amended procedure, not the superseded 2023 test event.

Language 1 required at least C1. Language 2 had to be a different official EU language at least B2. Candidates could choose any two of the 24 official EU languages under the amended notice.
Processing order
The field MCQ was the only ranking test. EPSO processed written scripts and eligibility in descending field-MCQ order, for no more than 1.5 times the places sought: up to 252 candidates in crisis management and 177 in migration and internal security. Passing 15/30 alone did not guarantee that a script would be marked.
The written test assessed written communication, not field knowledge or language mastery. The same pre-published source document was used for both fields. The five anchors were logical structure, concision, clarity, adaptation to audience and purpose, and effective use of the supplied information.
Field boundaries
Field 1 covered civil protection; emergency, disaster and crisis management; preparedness and response; international coordination; migration and refugee crises; business continuity; health crises; humanitarian response; security incidents; and consular crises.
Field 2 covered migration, asylum and international protection; borders and visas; counter-terrorism and violent extremism; corruption, drugs and serious organised crime; and law-enforcement or police cooperation.
Historical legal cut-off
EPSO later clarified that candidates should consider legislation adopted before 28 May 2024. Treat that as a hard temporal boundary. A rule adopted after that date may be useful today but cannot silently replace the version relevant to this field test.
