Definition: an audio-style guide

If I were explaining Definition to a new colleague in Brussels, I would not begin with a definition. I would begin with the scene. This card sits in Ch.4 EU Agencies. Its wider background is this: agencies, delegation and oversight show how technical tasks are organised outside the core institutions. The essential point is simple: Specialised bodies established by secondary EU legislation (regulations) to provide technical expertise and coordination in specific policy areas.

The reason this matters is that EU history is rarely a list of isolated facts. It is a chain of choices, compromises and institutional consequences. With a concept, first ask what problem the Union was trying to solve. The wording becomes easier once the practical need is clear. That is also how EPSO distractors are built. They sound familiar, but one institutional detail is out of place.
